After being hit enought and the frostbite bar fills, it slows stamina recovery and movement/attack speed. Cannot be infused or buffed onto a weapon and the only weapon I know of having this affect is the Irithyll Straight Sword and Irithyll Rapier (Straight Sword --> https://darksouls3.wiki.fextralife.com/Irithyll+Straight+Sword Rapier --> https://darksouls3.wiki.fextralife.com/Irithyll+Rapier )
Also the Pontiff Knight Great Scythe, when using the weapon art and the Vordt's Great Hammer
