Ringed Knight Hood is an armor piece in Dark Souls 3. It is part of the Ringed Knight Set and was added in The Ringed City DLC.
The hood of the Ringed Knights.
These knights don Abyss-tainted black cloth, with layer upon layer hiding their eyes.
This was nothing less than an attempt to reveal that which the seal of fire has occluded, a subtle defiance of the gods' wishes.

I hate how the back bit clips through shields. Articles of armor clipping through other armor and/or weapons/shields is a huge pet peeve for me. Fashions Souls is tough because of this.

This hood along with Black Hand Armor, Black Knights leggings and black gauntlets...you got yourself a makeshift Hexer Outfit crossover from DS2

So hooded eyes represent defiance of the gods... Well if THAT ain't a trend in DS3. Ringed Knights, Velka, Friede, all the weird statues associated with Aldrich and the Deep, Rosaria, Prince Lothric... The list just goes on.

It does remove the cape portion, but this goes pretty well with Cornyx's set. It's a great alternative if you don't want to wear the blindfold.

The color and appearance of the hood actually goes pretty well with Karla's set. The colors of the hood are actually pretty similar with the robes.

If you wear the drang armor with this hood, it deletes the cape from the hood for some reason

Possibly, covering their eyes with cloth was an attempt to "reveal" the darkness which they couldn't observe in the presence of fire
Works pretty well for my Shadows of Yharnam build, best head piece I could find, I paired it with the Fire Keeper set, there might be something better but it worked well enough for the Drip
