- Turning this in will evoke new dialogue from Sirris if she is still your ally. This is the fastest way to gain her gesture.
Trivia
It could be that these are the ashes of Sirris's Grandfather as he wears tattered Farron Armor that looks similar to the Abyss Watchers and Hawkwood. The Shrine Handmaid is Sirris’ Grandmother as hinted at by the Budding Green Blossom. This is further supported by the fact that the Shrine Handmaid doesn't have very nice things to say about this Ash, possibly because she's mad at her husband for leaving her to chase his dreams and join Farron's Legion and also why she wishes to know where you happened upon them and further supported by the fact that Sirris believes you're a kind person after telling the Shrine Handmaid where you found them.
But it's much more likely that these are the remnants of Sirris father, the son of the Shrine Handmaid, who left her daughter in law and her grandchild Sirris to selfishly chase his dreams, becoming a Watchdog of Farron. This theory is supported by the fact that Hodrick, Sirris granddad is a Mound Maker, not a Watchdog and the similarities between his and the mentioned Farron armor are basically non-existent or at least very questionable.
The Ashes appear to be holding the Watchdogs of Farron pendant. Although it's possible that the Ashes are holding the Pendant, a starting gift in Dark Souls I.
Actually what struck me now (in my 10th playthrough), that this yelds life ring... which is a gift from Siegmayer of Catarina. Given that there is an estus soup nearby... can this mean its him somehow? The dreamchaser wondering onion knight in a poisoned place...

DS3 has the best dialogue, and the handmaiden in particular has some choice lines:

The area we find them in is the result of blight town colliding with and spilling over into darkroot garden. Resulting in Pharis’ and the others deaths.
Just look at the trees, the trees in the area are trees from darkroot.. even down to their veiny green parts that look like the creatures that would attack from the trees.
If that isn’t enough proof, we also find oolaciles magic tomb and dusk’s armor set there. Meaning you’re in a now blight town flooded darkroot garden.

I think y'all are over thinking it. The hand is holding the uselesd pendant from ds1 and the ashes are from a foolish dream chaser. It'd a subtle poke of mockery at all the players who spent hours trying to find a use for the pendant even though none actually existed. Chasing crazy theories and dreams if you would. It's nothing more than that.

I'm 60% sure the "Dreamchaser" is Pharis, as their bow and hat can be found right outside of where the ashes are and the rest of their set is purchasable after giving the ashes. Plus, Pharis was a member of the forest hunter covenant and the watchdogs are basically ds3's version of that.

I think the "Dreamchaser" could be the third missing Black Hand. They were all great fighters and it would be no surprise if someone of them tried to join farrons watchdogs. An ultra elite squad of fighters. Could explain why the shrine handmaiden is calling him a fool, too. Leaving his family and a certainly well paid job in the royal service can be seen as a foolish move. But that's coming more from "what npc is left who can fit in this plot whole" than "the lore implies xy" theory tbh. If someone is wondering what weapon the Dreamchaser had (cosplay purpose wise), we will never know. But Sirris, his daughter is wielding an Estoc. Would make sense that after loosing her dad she picked up his weapon or at least his fighting style. He was probably the reason, too she choose to become a knight and joined the Blades. Maybe because she had still this picture of him in mind as a shining knight not realising that he was in fact a killer in royal service. A Black Hand.

When Shrine Handmaiden comments on Dreamchaser's ashes, it seems to me she cares too much about the person it belongs. And this triggers Sirris second event at Firelink shrine. So could this be ashes of Handmaiden's son - Sirris dad?

When you give this ash to the Handmaid, she spit on it and you are given the choice to tell her where it comes from. Personnaly, I did'nt tell her... What are the effects of this choice? What if I choose otherwise?

I told the Shrine Maiden where I got it on my second playthrough and she took it.

The guide said the ashes are declined by the shrine maiden, but she doesn't. Sirris isn't showing up anymore.

I like how this is the only ash that the handmaiden shits on despite it being one of the best ashes to get early on because of infinite titanite shards and green blossoms lmfao
