The Corvian Storyteller right before the Halfway Fortress drops the staff. Also it's a good place to farm other corvian items like the Great Corvian Scythe and Corvian Greatknife.

UPDATE NEEDED: Corvian Storytellers can't be lured. I recently tried to lure it with a bow and arrow, and after a few hits it did that loud screeching noise, and I ended up getting killed by about 3 or 4 corvians.
